"A wasted and inappropriate appointment"

I wish to complain in the strongest terms about the farce of my appointment. I needed a follow up appointment to check on my resized gastronomy. I was called for the check-up at less than a day's notice as an urgent matter when it wasn't. The nursing home was forced to hire a specialist taxi to transport me both ways, As I am in a wheelchair and am an 83-year-old stroke survivor. When, with a normal appointment I could have travelled in patient transport. I arrived to find myself waiting in outpatients wasting time with unnecessary tests for four and a half hours. Before I was able to see a doctor from the gastroenterology department. Then I was dealt with swiftly and efficiently. However, I was then made to wait an hour or so longer in outpatient to be discharged. 

While I was waiting, I discovered that gastroenterology has a clinic that I could have attended as a routine appointment. That wouldn't have wasted so much of your time and effort. Processing me through unnecessary tests. 

I have one question. Why is the hospital operating such a wasteful and incompetent system? I am tempted to speculate that it hasn't improved since it was founded in 1886.
